Repeat customization is only available for repeating events. An event must be set to repeat and saved for the customization options to show. Once saved you will see 'open repeat customizer' in event edit page. This allow you to see all the repeating instances of the event. Click on the repeat instance you wish to customize and make changes. And click Save Changes when you are done.
